It’s time to rise again – we all need a universal child care program
International Women’s Day represents nearly a century of struggle for the equality of women world-wide.
This March 8th women in the PSAC are not only celebrating the gains we have achieved over the last century, we are also actively participating in a campaign to ensure that child care is publicly (and not for profit) delivered, universal and affordable.
Given the election of the Conservative government, the challenges facing working women and their families are greater than ever. In fact, the threats to the rights we have won at are stake and PSAC women will not stand by and allow those rights to be eroded.
That is why the PSAC has made CHILD CARE one of our main priorities this year. We know that the number of women in the labour force is high and growing. At the same time, the overwhelming responsibility for the care of children remains with women and the lack of affordable child care spaces in quality public and not for profit centres remains a major obstacle to women’s full equality

Black History Month:
Labour history must include contributions of Black labour activists
Black History Month is celebrated in Canada to recognize the contributions of Black peoples to the growth and development of this country and their importance to its history.
The contributions of African Canadians are still far from being integrated into the mainstream of Canadian history. However, many now know of Mathieu Da Costa, a man of African heritage who arrived into this land in 1604 with French explorer Samuel de Champlain and who served as an interpreter between the Europeans and the Mik’ maq people. Many also know about Harriet Tubman and the Underground Railway, a network of safehouses and individuals that helped Black people escape slavery in the United States.
Less well-known, however, are the contributions of Black activists to the labour movement. This aspect of our history is important to recognize because the labour movement was and continues to be instrumental in fighting for human rights and equality for workers and all Canadians . The simple truth is that our struggles for human rights and equity would not have been completely effective without the hard and persistent struggles of Black workers.
All accounts of Canadian labour history must include the collective and individual contributions of Black workers and labour activists. Examples of these include the Brotherhood of Sleeping Car Porters, a Black-led trade union in Canada that fought to end discrimination in railway employment, and the Coalition of Black Trade Unionists. There are also some pioneering Black labour activists such as Stanley G. Grizzle who was a leader in the Brotherhood of Sleeping Car Porters and who, in 1961, became the first Black labour relations officer in a provincial labour relations board. There is Fred Upshaw, who in 1990, became the first Black person to head a major Canadian union, the Ontario Public Service Employees Union. More recently, there is Marie Clarke Walker, who is currently the executive vice-president of the Canadian Labour Congress, the first African Canadian to hold such a position.
As the PSAC celebrates its 40th Anniversary, it recognizes and is grateful to the contributions of its Black members and members of African heritage. The actions and dedication of these members has helped advance the PSAC, and put us in the forefront in the struggle for human rights and equality. Their strength, courage and vibrancy are exemplified in the success of the union in negotiations, membership representation, political advocacy and the various committees, including the Equal Opportunities and Human Rights committees.
As part of promoting the contributions of peoples of African heritage to the labour movement, throughout the month of February, Black History Month, we will post on the web some short articles on the Brotherhood of Seeping Car Porters and the Coalition of Black Trade Unionists. We will also post a web quiz at the end of the month.

The anti-scab Bill has been adopted. Now what?
Spirits were high on Parliament Hill after 167 MPs voted in favour of Bill C-257 on October 25 and sent it to a committee of the House of Commons. The Bill will be coming back to a vote that could make it illegal for employers under the Canada Labour Code to use scabs during labour disputes.
“This is really significant,” says PSAC National Vice-President Patty Ducharme. “We have overcome a hurdle that was impossible in our past attempts to have this legislation adopted. But now that this Bill will be sent to a committee for review before a final vote, there is still a huge amount of work in front of us. We have to continue to work towards this very important modification to the Canada Labour Code to help provide a more level playing field between workers and employers.”
According to Ducharme, “The relentless work done by PSAC activists, working alongside other unions, made it possible to sway many MPs who would have voted against Bill C-257 otherwise. We were told that the lobbying done by PSAC members during the days that preceded the vote made a difference.”
During the vote, more than 75 PSAC members were in attendance in the Gallery. There were some members of the Ekati diamond mine who recently had to deal with scabs during their strike. In addition to several PSAC Board members, most of the Customs Excise Union Douanes Accise Executive and participants of the PSAC Union Development Program in the National Capital Region were also present. The applause and the shouts of joy that followed the adoption of the Bill were so spontaneous and so loud that security guards at the House of Commons didn't know how to react!

Union School - Northwest Territories & Nunavut

PSAC North will be holding it's Union School for members in the Northwest Territories and Nunavut from May 28 - 31, 2009 at the Explorer hotel in Yellowknife, NT. Union school is an opportunity for PSAC members to gain more specialized knowledge and skills as well as network with members from both territories. This year the following courses will be offered: Steward Advanced Training, Health & Safety Advanced Training, & Local Officer Advanced Training. UN International Day for the Elimination of Racial Discrimination
March 21st is the UN International Day for the Elimination of Racial Discrimination. On this day in 1960, 69 people were killed in Sharpeville, South Africa when police opened fire on hundreds of protesters who peacefully demonstrated against apartheid's "pass laws". This legislation was designed to segregate the population along racial lines, regulating the movements of all non-white citizens, and further debasing their status as citizens. In 1966 this day of massacre was proclaimed after the international community was called upon by the United Nations General Assembly to strengthen its efforts and build solidarity to eliminate all forms of racial discrimination.
This day reminds us that we still have a lot of work ahead to ensure equality among all peoples in the world community. As we see rising unemployment in these times of economic crisis, there are severe repercussions for already marginalized populations across the globe who continue to face multiple barriers due to discrimination. We see evidence of this in our own country, where racism is still inherent in discriminatory laws; inequities within the criminal justice system; poor access to health care, education, housing, and social services; disparities in economic and employment opportunities; and social exclusion of racialized and Aboriginal people.
Eliminating discrimination in the workplace and beyond is a top priority for the labour movement. Racism and xenophobia contradicts and undermines our union’s struggle for equality, inclusiveness and social justice.Though eradicating all forms of discrimination in the workplace is a key challenge facing the trade union movement today, the Public Service Alliance of Canada is committed to continuing our anti-discrimination work both within our organization and beyond. As part of our fight for social justice, we call on the Canadian government to make a real commitment to end systemic discrimination by supporting the Kelowna Accord; signing onto the UN Declaration for the Rights of Indigenous Peoples; and by reconsidering its shameful boycott of the United Nations Conference to Eliminate Racism.
Promoting respect for diversity needs to take place at all levels of our lives. It is a conscious choice we make every day, in everything we do. Despite the challenges of past and present, we have also seen the differences that can be made if we join in solidarity together and consciously take collective actions to ensure that equality, dignity and justice is had by all. Let’s build on our victories, and move forward to build a world that we are all proud of.
PSAC Supports National Day of Reconciliation
The PSAC attended the National Day of Reconciliation activities hosted by the Dene Nation in Yellowknife on June 11th in Somba K'e park. Jean-Francois Des Lauriers spoke of the healing process for Aboriginal people, and the work still ahead to improve the rights and quality of life for Aboriginal people in Canada, and internationally.
PSAC staff served cake to those who attended the event. Two petitions were also circulated, advocating for action on pressing Aboriginal issues: the release of Leonard Peltier, and the assault on Aboriginal people in Peru who are fighting to save their natural resources.

Sisters in Spirit Vigil - Yellowknife
This past weekend Sisters In Spirit vigils occurred across Canada as October 4th is a day when we honour the lives of missing and murdered Aboriginal women and girls. From coast to coast to coast, in all ten provinces and two territories, and internationally in Nicaragua, thousands gathered to publicly highlight the issue of missing and murdered Aboriginal women and girls. The Native Womens Association of Northwest Territories in collaboration with the NWT PSAC Aboriginal Peoples Committee hosted a vigil in Yellowknife. It was well attended and guest speakers included Nancy Peel (Executive Director-Native Womens Association of Northwest Territories), Sandy Lee (Minister responsible for the Status of Women), Karen Shaner (Assistant Deputy Minister-Attorney General on behalf of Jackson Lafferty Minister of Justice), and Sandra Lockhart (Chair- NWT Public Service Alliance of Canada Aboriginal Peoples Committee). Refreshments and snacks were served following the vigil.

Canada Post Workers Take Strike Action
November 17, 2008 - The Public Service Alliance of Canada (PSAC) will be out on picket lines across the country today to support members of their component, Union of Postal Communications Employees (UPCE), marking day one of the strike. The PSAC represents approximately 2,400 Canada Post Corporation (CPC) members nation-wide.
UPCE members voted 90% in favor of strike action based on unwillingness of the employer to negotiate a fair collective agreement. CPC had been making efforts to unilaterally impose a new short-term disability system that was adamantly rejected by their employees, and had not been negotiated with the Union. This system would force employees to file for EI in the event of extended illness, even if the employee had accumulated sick leave available. In addition, the employer is asking for major concessions at the bargaining table, proposing unacceptable rollbacks on benefits, sick leave, family leave, and job security.
The PSAC has also filed unfair labour practice complaints against CPC for giving its employees false information about bargaining, and for disregarding provisions of the Canada Labour Code.
“Our bargaining team has been working hard to negotiate a fair deal for our members, but this employer has not been bargaining in good faith, and their demands for concessions are an insult to their employees”, states Jean-François Des Lauriers, Regional Executive Vice President of PSAC North. “Canada Post has put the backs of their employees to the wall for the sake of saving a buck or two, and until they return to the table with an acceptable offer, we will be out on the line with our members across Canada fighting for a fair deal”.
Picket lines in Yellowknife will be set up at the Yellowknife main Post Office on Franklin Avenue from 8 a.m. – 10 a.m., and 12 noon to 1 p.m.
Picket lines in Whitehorse will be set up at the Whitehorse Postal Depot on Range Road (top of Two Mile Hill) from 6:45 a.m. – 11 a.m. and 4 p.m. to 5 p.m.

Labour Day BBQ Recap
Brothers and Sisters,
Despite “mild” winds exceeding 60 km/h, Iqaluit PSAC members persevered and still held their September 7, 2009 Labour Day BBQ.
The venue was the spacious (and warm) pavilion overlooking the Sylvia Grinnell river in Nunavut’s territorial Slyvia Grinnell park.
The BBQ was held in conjunction with the Public Service Alliance of Canada (PSAC), its components (Nunavut Employees Union, National component local reps, Parks) and the Northern Territories Federation of Labour (NTFL).
Over 75 people attended this event which featured hot dogs, hamburgers/cheeseburgers, coffee/tea and a brief introduction/presentation by various union activists. Brother John Vander Velde was in attendance representing the NTFL (he is also the NEU RVP for Baffin South) and Brother Wade Morrison was representing the NEU in his capacity as 1st Vice-President (Brother Doug Workman, NEU President, was unable to attend as he was out of the community at the time of the event). Sister Hannah Uniuqsaraq (PSAC North Territorial Director/Regional Woman’s committee chairperson), NEU Local 005 President Brother Wes Smith and NEU Local 005 VP Brother Bill Fennell were also in attendance. PSAC and NEU staff were also in attendance (special mention to Sister Janice Seto, NEU Service Officer, who despite the harsh winds, still made it out to help set up and add her cooking talents to the roster).
On behalf of the PSAC Iqaluit Regional office, it was great to see you all step up and volunteer your time and cooking talents as your help was greatly appreciated. If you browse through the pictures you will see many of our Labour Day BBQ attendees enjoying their meals and by the smiles on their faces, it looks like all had a great time!

Nunavut Government Employees Vote For Strike

Employees of the Nunavut Government voted overwhelmingly in favour of strike action in their continuing struggle to achieve a reasonable collective agreement. The vote was held between March 3 to 30, 2008 among the Government’s 2000 employees. Those workers are members of the Nunavut Employees Union (NEU), a Component of the Public Service Alliance of Canada (PSAC) who voted 90% in favour of giving a strike mandate to their union. 4. Entry must be submitted from a PSAC North member in good standing, but we encourage the involvement of family and friends in the production of the video.

Celebrating Aboriginal Day 2008
In 1996, the Parliment of Canada proclaimed June 21st as National Aboriginal People's Day. This day is an opportunity for the Public Service Alliance of Canada to express solidarity with Aboriginal Peoples and support the call for a better life for all Aboriginal Peoples across Canada. It is also an opportunity to recognize and celebrate the contribution Aboriginal people make within our communities and Union.
The Public Service Alliance of Canada and Union of Northern Workers sponsored their annual Pancake Breakfast in celebration of Aboriginal Day on June 21st at the Elks Club in Yellowknife. The breakfast was well attended, and bandanas were distributed to the crowd.

Think Public - Nunavut
During the week of July 28th, brothers Alex Stuit (Regional Representative for Nunavut) and Steve Petersen (Health & Safety Representative), along with Heidi-Ann Wild (Regional Political Communications Officer) did some member outreach in the communities of Pangnirtung and Qikiqtarjuaq on Baffin Island. The PSAC held barbeques for Union members in these communities on July 28th and 30th as part of its Think Public campaign, and to celebrate members who deliver quality public services. Members gave a great turn out for Union education courses provided by brothers Alex and Steve in Pangnirtung during the week of July 28th, and look forward to more in the future.

Folk on the Rocks 2008
July 19th - 20th, 2008 - Yellowknife
The Public Service Alliance of Canada proudly sponsored Folk on the Rocks again this year. An information booth was set up at the event promoting the Public Service Alliance of Canada. PSAC information along with memorabilia and Think Public and Aboriginal Day Bandanas were given to visitors of the booth. A questionnaire was available for people who wanted to test their knowledge of the Union. Gift certificates from The Yellowknife Book Cellar's bookstore were given out.
As part of PSAC's sponsorship Coleman Nyathi, Alternate Regional Executive Vice President, PSAC North had the honour of introducing one of the main performs Ndidi Onukwullu. While her Nigerian roots help to drive the earthy rhythmic tones of her music, her ultimate inspiration has evolved from the great blues performers she has loved from childhood, such as Big Momma Thornton and John Lee Hooker. Her performance was very enjoyable.

PSAC Harper Rally in Inuvik
On Thursday, August 28th, 2008 Prime Minister Harper visited Inuvik and gave a public presentation at Jim Koe Park. In response to Harper’s visit to the North, the Public Service Alliance of Canada, in partnership with the Northern Territories Federation of Labour, held a demonstration at the park later that day to raise awareness about the Harper government’s failure to live up to it’s commitments and obligations to Canadians.
“In response to rumours of an imminent federal election this fall, we want to take this opportunity while Harper visits the North to hold the Conservatives accountable for their poor record”, says Jean-Francois Des Lauriers, Regional Executive Vice-President of the PSAC – North. “This demonstration is an opportunity for us as Northerners to raise our voice in response to the Harper government’s agenda and to let them know that our concerns in the North extend well beyond Arctic Sovereignty”.
Chilli, buns, and promotional items were provided to all who attended.

NTFL Labour Day Barbeque 2008
The Public Service Alliance of Canada and Union of Northern Workers partnered with the Northern Territories Federation of Labour (NTFL) for the annual Labour Day barbeque in Yellowknife. The barbeque was held in front of the NTFL's new office location at Stanton Plaza, and was well attended.
Labour Day is a time to pay tribute to the many victories of organized labour in the fight for improving workers rights, better pay, and workplace safety. This is also a time to remember the work ahead as we continue to assist our brothers and sisters in other countries who face prosecution and murder for participating in trade unionism.

Women's Forum for Electoral Candidates
The Status of Women Council of the NWT is hosting a forum for electoral candidates to answer questions regarding women's issues. The forum will be held in Yellowknife at Northern United Place on Tuesday, October 7th, 2008 at 7 p.m. This is a great opportunity to hear what candidates have to say on important issues that affect women in the North. Jack Layton visits Iqaluit Oct. 3rd

Yellowknifers Rally in Support of Coalition Government
On Friday, December 5th at noon, the PSAC hosted a rally in front of Dennis Bevington's Yellowknife constituency office in support of Coalition government. Despite -30 temperatures, vocal supporters rallied with enthusiasm while speakers delivered passionate speeches asking for real change in Canada.
"Mr. Harper is doing everything he can to hold on to power, even to the extent of interrupting the process of democracy in Parliament so he can save his own hide", says Sonja Boucher from the Northern Territories Federation of Labour. "The Coalition has a prudent, competent, and effective plan to kick-start our economy, create jobs, and boost consumer confidence. The only party not willing to cooperate are the Conservatives, who have lost the confidence of Parliament".
Dennis Bevington, MP for the Western Arctic, also spoke out about the willingness of the Coalition to put differences aside and get down to the business of saving the economy. Concerned members from the Yellowknife community, France Benoit and Rajit Rawak, also gave passionate presentations about Harper's failure to deliver and his increasing isolation of Quebec citizens.

Celebrate Human Rights Day with PSAC North on December 10th!
On Wednesday, December 10th, the Public Service Alliance of Canada will join with members and organizations across the globe to celebrate Human Rights Day.
This upcoming Human Rights Day marks the special 60th anniversary of the Universal Declaration of Human Rights, the first global statement on the inherent dignity and equality of all human beings, and the foundation for the development of international laws and standards. The theme for this year, “Dignity and Justice for All of Us”, marks important gains in human rights over the past several decades, as well as the ongoing work that is before us.
As proud supporters and advocates of human rights, both within our borders and beyond, PSAC North is commemorating this important event on December 10th, from 5 p.m. – 7 p.m. with an open-house in our Yellowknife RO boardroom, featuring speakers, food, and entertainment.

Media Release - Federal Budget Falls Short
The Public Service Alliance of Canada is concerned that the Federal Budget doesn’t do enough to stimulate the economy, or provide assistance to those who need it most.
Not only does the Budget fail to provide adequate accessibility to EI benefits for the unemployed during these critical times, but it includes attacks on pay equity for women and public sector worker wages. The Harper government also failed to invest in much needed public services such as universal child care and pharmacare.
Much of what the Budget entailed included an emphasis on public-private partnerships for infrastructure projects which will cost the public significantly more money and prove to be much less accountable than publicly-financed ones. This has implications for undermining the strength of the public sector in terms of Northern development, and creates a climate of deregulation that compromises public safety and does not provide long-term benefits to communities.
Media Release - Harper Government Attacks Women’s Rights
The PSAC is holding a press conference at 9 a.m. EST in Iqaluit on Thursday, February 19th concerning legislation currently being processed in Parliament.
The PSAC is encouraging opposition members to remove legislation from the budget bill that would prevent women in the federal public sector from demanding equal pay for work of equal value. The Public Sector Equitable Compensation Act will remove women's ability to file pay equity complaints, making the process even more difficult than the current complaints-based system.
The “pay equity” bill is part of the omnibus Budget Implementation Act (Bill C-10), which was tabled on February 6, 2009. PSAC refutes the notion that this legislation is “proactive,” given that it ignores the recommendations made in the well-respected 2004 report from the federal Task Force on Pay Equity. The union contends that the new scheme would make a bad system much worse, removing pay equity's current status as a human right and opening it up to market forces.
“Pay equity is a constitutionally protected human right that we have spent decades fighting for” says Jean-François Des Lauriers, Regional Executive Vice President of PSAC North. “Human rights should never be negotiable, especially at the bargaining table where the employer historically holds the balance of power. If this legislation should pass, constitutionally protected rights for women everywhere will continue to erode unless opposition parties vote this legislation down”.
The press conference with be held at the PSAC’s Iqaluit Regional Office, located in building #1412 Sikituuq Court. All media are encouraged to attend.
Labour's Vision for the Economic Crisis - Press Conference
On January 27th, the Harper government will present a federal budget to Canadians. Although the Harper government did not consult Labour while seeking input for their stimulus package, Labour does have a vision to tackle the economic crisis.
The PSAC, in partnership with the Northern Territories Federation of Labour, will be holding a press conference on Wednesday, January 21st, at 10 a.m. in the Yellowknife Regional Office boardroom, to share alternatives to the Harper government's agenda.

STOP Harper's Attack on Women - Contact your Senator
The Harper government’s Budget Implementation Act, Bill C-10, includes the Public Sector Equitable Compensation Act, a piece of legislation that threatens women’s constitutionally protected right to pay equity. This legislation has nothing to do with stimulating the economy, or saving jobs and money.
Should this legislation pass:
- Women in the federal public sector won’t get equal pay for work of equal value.
- Pay equity will be made into something negotiable with employers.
- Unions will be fined $50,000 if they are found to be helping women fight a pay equity complaint.
- It will be impossible to narrow the income gap between men and women within the federal public service, and erode all women’s protected rights.
Bill C-10 has passed Second Reading in the Senate on March 5 and now has been referred to the Senate National Finance Committee.
Time is running out - ACT NOW. Please contact the Senator in your region to have the Public Sector Equitable Compensation Act carved out of Bill C-10 and debated separately from the Budget.
